The
best approach is to ensure that information literacy
instruction is aligned with the institution's mission;
that all faculty and administrative staff understand
that it embraces each of their domains; and that implementation
at the institutional, program, and course levels is part
of a coherent, and preferably seamless, design.

Each campus
has many experts who can provide guidance on the technical aspects of developing
valid and reliable instruments. However, such an exercise is meaningless
unless it has a secure foundation. Furthermore, one should not assume that
existing information literacy efforts, probably developed piecemeal and with
tunnel vision, are either effective or even heading in the right direction.
